Workpackage 4 - Trans-national R&D activities
Objectives (Workpackage leader: INNOVAMAR)
During the project several workshops should be arranged to establish a common understanding and agreement between the MARTEC partners on common management practices and common funding initiatives. The final test field for those agreements will be the implementation of a pilot case. The main objectives of this work package are to:
- Establish a network of program managers
- Start of a trans-national research funding activity
- Define a strategy and practices on sustainability of the MARTEC co-operation
Discription of work
Task 4.0 Administration of the Work Package (Task Leader: INNOVAMAR)
- Management and co-ordination of the WP
- Facilitating the workshops foreseen under this WP
- Collection and preparation of dissemination of WP results
Task 4.1 Implementation of a program managers mobility program (Task leader: CTO)
Task 4.2 Implementation of joint activities and reciprocal opening of national programs for trans-national calls (Task Leader: RCN)
- reciprocal opening of existing national RTD programs
- Initiation several joint funding activities like joint calls between countries which are interested in the same fields or technical scope
- Accomplishment of jointly funded multinational RTD programs.
Task 4.3 Development of a strategy and monitoring tools for sustainable co-ordination (Task Leader: INNOVAMAR)
The objective of this task is to perform the various management tasks of WP4.
This task will establish a sustainable network of program managers by implementing a mobility program which is planned to continue after the co-ordination action MARTEC ERA-NET ends. This task includes regular meetings and workshops to be hosted as a rotating task at the site of the members of the platform. The most important outcome of the co-ordination action is the sustainable implementation of a platform of national program managers continuing information exchange and co-ordination of national RTD programs in marine technologies in order to integrate national funding in the European research area.
Based on the work in WP 1, the ideas from the workshop in Task 2.4 as well as the task 3.1 the preparation of common trans-national funding activities (e.g. reciprocal opening of national calls, common multilateral thematic calls or even longer lasting programs) will be initiated.
The first experiences from the pilot action initiated within task 3.1 will be the basis for a more committing co-operation. The extent of these activities will depend on the possibility to overcome possible administrative, legal and financial barriers within the time frame of this project (identified in Task 2.1), The co-operation will range from reciprocal opening of already existing national programs, joint multinational calls covering a number of countries and thematic fields as well as joint RTD funding programs.
Task:
Given the results to be elaborated within tasks 2.1, 3.1 and 3.3 it is planned to define and finally implement a joint strategy to maintain co-operation activities between MARTEC partners after the project ended. Often the absence of external funding endangers that co-ordination activities are abandoned although these have been quite successful and well established. Thus a specific strategy as well as easy to maintain monitoring and information exchange tools and procedures are necessary to ensure the sustainability of the initiated co-operation and co-ordination between partners.
