Objectives (Workpackage leader: RCN)
Utilisation of the outcomes of WP1 and WP2 and other information and networks to create best practice manuals and other support material to assist the identification, development and implementation of common program and joint calls.
Description of Work
Task 3.0 Administration of the Work Package (Task Leader: RCN)
- Management and co-ordination of the WP
- Facilitating the workshops foreseen under this WP
- Taking part in the administrative committees set up under the ERA-net
- Collection and preparation of dissemination of WP results
Task 3.1. Action Plan towards a common program and joint calls, Ideas for future joint activities (Task Leader: RCN)
- Preparation and carrying out of a workshop for creating an action plan for a common platform for possible trans-national programs
- Definition of common criteria to measure the success of opening-up of national programs on Maritime Research
- Prepare pilot action - two or three countries starts out early in the project (f.ex. after the completion of Task 1.1) to find common ground for a joint activity. It is planned that this pilot action will commence early in the project (month 8) so that experiences from the activity can be utilised later within task 4.2.
- Preparation and carrying through of a workshop/brainstorming to gain ideas for possible joint activities
Task 3.2. Development of guidelines for enhanced exploitation of R&D results (Task Leader: PtJ)
- Develop a suite of supporting measures for trans-national co-operative, and pure national, programs and other joint activities, to be used flexibly and on a voluntary basis to improve the innovation impact of programs and the dissemination and exploitation of RTD results.
- Examine, and incorporate in the guidelines, recognition of the complicated interrelationships within the entire maritime industry supply chain (with its heavy representation of SMEs, including the end user e.g. ship owners, port authorities. Take account of the need to deal appropriately with IPR, recognising the European industry focus in a global business.
- The guidelines will consider quality criteria and suggest generic measures to support improved and enhanced exploitation of R&D at all stages of the innovation process, taking into account the special provision for innovation aid included in the EC Framework for aid to shipbuilding.
Task 3.3. Development of common pool of evaluators and evaluation scheme (Task Leader: INNOVAMAR)
- Draw on existing government, industrial and research networks to identify suitable evaluators in as many European countries as possible.
- Develop a ‘best practice’ guidance document with common criteria for evaluation schemes.
Task 3.4. Integration of new Partners and New Member Countries (Task Leader: PtJ)
The objective of this Task is to perform the various management tasks of WP3.
An Action Plan will be developed that will lay out the road towards the implementation of joint activities. The action plan will build on the results from the ideas that will be the outcome of the workshop/brainstorming in Task 2.4. In order to secure that only activities that has a potential for future development are carried through, a set of common evaluation criteria for measuring the success will be defined. The outcome of Task 2.2 and 2.3 will be further developed into ideas for joint activities. Only initial strategic planning for joint activities will take place in this task, the actual carrying out of the activities will take place in WP 3 and 4.
This activity will develop a bundle of supporting measures for trans-national cooperative (as well as pure national) programs and other joint activities to be used flexibly and voluntary to increase innovation impacts of programs and exploitation of RTD results. The task will partly be subcontracted.
The limitation to national experts during evaluation processes might in some cases lead to difficulties in identifying external evaluators for project proposals not being involved in the project itself. Thus a common trans-national pool of evaluators covering various fields of expertise is desirable.
Using the deliverables of WP2 in particular, stakeholders in other European countries and in the New Member Countries will be identified to incorporate new partners and to provide a database created to aid dissemination of the ERA-NET, and maximum and early integration of the New Member Countries.
