Workpackage 2 - Strategic activities
Objectives (Workpackage leader: CETMEF)
This work package will investigate the common strategic issues related to research, development and innovation within European Maritime Industry. The main objectives of this work package are to:
- Contribute to built a coherent EU strategy on research, development and innovation
- Explore possible mechanisms for achieving greater integration between national maritime RTD within the EU.
In Work Package 2 the following objectives will be met:
- Identification of areas for future co-operation
- Possible barriers for future enhanced integration will be identified and possible solutions sought
- Identification of possible complementaries and gaps between national Maritime research and development programs and policies and analysis of new opportunities in Maritime Research SWOT (strengths, weaknesses, opportunities, threats) analysis
- Identification of areas for future co-operation
Two workshops are foreseen to be held to enforce the work done under the tasks.
Description of work
Task 2.0 Administration of the Work Package (Task Leader: CETMEF)
- Management and co-ordination of the WP
- Facilitating the workshops foreseen under this WP
- Taking part in the administrative committees set up under the ERA-net
- Collection and preparation of dissemination of WP results
Task 2.1. Analysis of barriers (Task Leader: CETMEF)
- Preparation of a report on barriers (may be subcontracted)
- Organisation of a European Workshop on how to overcome legal and organisational
- Barriers relevant to the maritime sector
- Drawing up recommendations for the removal of barriers
Task 2.2. Analysis of gaps and possibilities of priority areas and programs,
technology transfer and of the synergistic use of maritime research (Task
Leader: PtJ)- Preparation of a workshop on research and demonstration policies for maritime research in the future
- Preparation of guidelines for a future coherent European research and demonstration
- Policy for the maritime industry
- Recommendations on the use of new and existing networks in order to increase efficiency and enhance synergy of technology transfer within ERA.
Task 2.3. SWOT (strengths, weaknesses, opportunities, threats) analysis of
the synergistic use of maritime research and testing infrastructures (Task
Leader: CTO)- Preparation of a report on complementarities, gaps and opportunities and on the synergistic use of maritime research and testing infrastructures
- Investigation of any linkages between national and trans-national projects and programs, and the development of networks arising from their execution, to determine the level of interest to other groups and to the European scientific community
- Preparation of a report on the use of new and existing network in order to increase efficiency and enhance synergy of the European maritime research and testing facilities
Task 2.4. Identification of areas for future co-operation including stakeholders
interests (Task Leader: RCN)- Arrange meetings and a workshop with invited representatives from different stakeholders. The groups should discuss the main outcome of the analysis in Task 2.2
- Development of a set of recommendations, endorsed by the stakeholders, of areas for future co-operation in Maritime Research.
The objective of this task is to perform the various management tasks of WP2 as
This task deals with the core of the ERA and will draw on the experience from existing ERA-nets. The analysis will cover legal, financial, policy, administrative and any other barriers of future co-operation and the implementation of trans-national programs. In this task, guidelines for program management best practice will be developed. The task will use the outcome of the questionnaire developed in task 1.2 as basis. Tasks:
The task will analyse the priority areas and programs identified in WP 1 and identify the added value of closer co-operation as well as technology transfer possibilities between two or more partners in the different priority areas. Furthermore, this task will identify complementarities and gaps between existing national programs in order to increase efficiency and to obtain a critical mass for maritime research in Europe. Specific aims:
This task will use the outcome of WP1 to investigate the possibilities for synergies in relation to the existing research and testing facilities in Europe (may be partly subcontracted).
The outcome of Task 2.2 will form the basis for the work to be done under this task. The main objective will be to get the stakeholders view on the conclusions from the analysis. It is planned to collect the major input through stakeholders by a 2-days workshop. Tasks:
