The process in applying information to the various segments of funded maritime programs in different countries is not an easy collection of data. Information has become so significant, that the strength of a report heavily depends on the availability and quality of data. On the basis of ENCONA the information exchange has to be addressed to collect information on:- National policies
- Funding organisations
- National priority areas
- National programs, research projects and management practices

Task 1.0 Administration of the Work Package (Task Leader: PtJ)

Task 1.3 Exchange visits of program managers (Task Leader: PtJ)
The objective of this task is to perform the various management tasks of WP1. - Management and co-ordination of the WP - Facilitating the workshops foreseen under this WP - Preparation of dissemination of WP results
The work within this task will base on the information already gathered by the accompanying measure ENCONA. In ENCONA the relevance of maritime industries for national economies of five European countries was examined (Finland, Germany, Norway, Poland and United Kingdom). These countries, together with France and Spain form the core group of MARTEC. Contact (observer) to public bodies already exists for Denmark and the Netherlands. There is rather limited information from Italy, whose representatives have explained that there is only a very general research program, which is open to all subjects.
At least basic information shall be provided from countries like Austria, Belgium, Greece, Ireland, Luxembourg, Malta, Portugal and Sweden.
The work will comprise the completion of information on national programs from countries which have not been covered within ENCONA including new member states. It is expected, that the SSA ENCOMAR, which will start in spring 2005, will gain information on RTD activities in the new member states (Cyprus, Czech Republic, Estonia, Latvia, Lithuania, Slovakia, Slovenia). Besides a questionnaire to be filled by the project partners MARTEC will use already available information sources including results of forthcoming projects. The focus of this task is set on national priority areas as well as national research funding strategies within Europe. In order to incorporate and build on the results of ENCONA it is anticipated to subcontract part the work with the co-ordinator of ENCONA.
This task will address a collection of program as well as project management practices in order to provide the basis for the analysis and best practice recommendations in work package 2. To implement the task it is planned to draft and send out a questionnaire to all MARTEC national partners and have a subsequent two-day workshop of scientific and administrative officers to compare and sum up the regulations and common practices between partners.
This task is related to task 1.2. In some cases information exchange about program and project management practices will require exchange visits of responsible program managers, e.g. for familiarization with actual practices, management tools and direct communication with staff involved in the program management. It is planned that one or two program managers from each partner country visit one or two foreign funding organisations. Accommodation and travel funds should be provided by the project.
